How does the allocation of cab licenses on the municipality of Milan work ?

Licenses are awarded based on the public in the municipality, a number of requirements are required to become a taxi driver, namely:

  • be at least 21 years old
  • Have citizenship of Italy or another European Union state
  • Not having final prison sentences totaling more than two years for non-culpable offenses
  • Not be the simultaneous holder of another permit or administrative concession
  • Having completed compulsory education; not pursuing another activity continuously

Assignment of Licenses

Art. 9 - Lombardy Region Regulations

Licenses for the operation of cab services are awarded by individual municipalities integrated in the basin following a public call for applications until the allocated municipal quota is filled. Such a call for applications may be for free or for consideration.

The call for public competition, by the individual municipalities integrated in the basin, shall be made within one hundred and eighty days from the date of the enforceability of the measures by which the staffing levels were determined or the existing numerical quota was increased in accordance with the regulations in force, or from the time when vacancies in the existing staffing level occurred.

In order to be eligible for the announcement, all necessary requirements, communicated through the announcement regulations, must be met at the time of the actual awarding of the title.
